JOB TITLE: PSC RATE CASE ANALYST
JOB SUMMARY:
Positions are assigned to the PSC (Public Service Commission) General Staff – Cost Allocation and Rate Design Section. Primary duties include the review and analysis of utility company filings and presentation of testimony before the Arkansas Public Service Commission
MINIMUM QUALIFICATIONS:
The formal education equivalent of a Bachelor’s degree in accounting, finance, economics or a related field; plus three years of experience in rate analysis, financial analysis, economic forecasting or related field.
PREFERRED QUALIFICATIONS:
CPA, MBA or advanced business degree preferred. QUALIFICATIONS: Proven analytical abilities and excellent written and verbal communications skills are essential for the position. Experience in the analysis of utility companies is also desirable. OTHER JOB-RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE. PREFERRED QUALIFICATIONS:
Finance industry or public utility regulatory experience preferred. Knowledge of financial modeling and financial research techniques desired. Proven analytical abilities and excellent written and verbal communication skills are essential for the position

JOB TITLE: PSC SENIOR RATE CASE ANALYST(Rate of Return)
JOB SUMMARY:
Position is assigned to the Arkansas Public Service Commission (APSC) General Staff Financial Analysis Section. Primary duties include the review and analysis of utility company filings and presentation of expert testimony before the APSC.
MINIMUM QUALIFICATIONS:
The formal education equivalent of a Bachelor’s degree in accounting, economics, finance, business administration or a related business field; plus five years of experience in rate analysis, financial analysis, economic analysis or a related field. Other job-related education and/or experience may be substituted for all or part of these basic requirements upon approval of the Qualifications Review Committee.
PREFERRED QUALIFICATIONS:
Preferred qualifications include an MBA or advanced business degree, Chartered Financial Analyst, and/or designation as a Certified Rate of Return Analyst. Experience with equity analysis of public companies preferred. Experience requirements specific to the analysis of utilities is preferred. Experience testifying as a subject matter expert witness in public utility hearings is a plus.
SALARY: State Pay Plan Grade GS11
