JOB TITLE: Director of Financial Analysis

JOB SUMMARY:

Position is assigned to the PSC General Staff – Financial Analysis Section. This is a senior level position requiring substantial regulatory experience, proven expertise as an expert witness, and demonstrated excellence in leadership across technical disciplines and across utility industries.  This position works to regulate utility rates and services by managing Staff, preparing case strategy, and ensuring the development of and support for a defensible, credible case.  This position provides direction to other Staff members regarding financial analysis concepts and principles, allocation of utility costs to various rate classes, design of utility rates, measurement of the customer effect of any proposed rate change, analyses and interpretation of accounting, financial and economic information, identification and analysis of potential regulatory issues, evaluation of the relative merits of alternative courses of action, coordination of issue development and written testimony, exhibits, and reports and the development of valid research and supporting documentation.  This position routinely plans and coordinates work as part of multi-disciplinary, cross-sectional teams.  The job requires extensive team coordination, inquiry of and discussions with Commission personnel, professional and executive level utility personnel, expert utility consultants, and other parties.  The position requires effective verbal and written communications skills and abilities.  As a member of the Leadership Team of the Agency, this position establishes, implements, and evaluates Agency goals, objectives, policies and procedures, and short and long range plans.

MINIMUM QUALIFICATIONS:

The formal education equivalent of a Bachelor’s  degree in accounting; plus five years’ experience in analyzing utility industry accounting, financial, economic and operational information, including three years in a supervisory capacity.

Other job-related education and/or experience may be substituted for all or part of these basic requirements upon approval of the Qualifications Review Committee

PREFERRED QUALIFICATIONS:

A CPA, CFA, or Master level business degree (or higher) and / or Certified Rate of Return Analyst designation is preferred.

SALARY:        State Pay Plan Grade GS14
